What Problem Does This Change Address?
The core issue is lengthening AOR (Acknowledgement of Receipt) wait times. AOR is the critical document confirming that a permanent residence application has entered the system and passed the initial R10 completeness check. Many work permit extension categories previously required AOR to demonstrate that a PR application was actively being processed.
When R10 completeness checks take longer and AOR issuance is delayed, applicants may face gaps in their work authorization — creating unnecessary risk and administrative burden for employers, applicants, and provincial nomination bodies. IRCC’s temporary measure provides a more flexible proof mechanism for in-Canada PNP applicants, without changing the PR processing rules themselves.
Who May Be Affected?
In-Canada PNP applicants who have submitted their permanent residence application online but have not yet received their AOR, and whose work permits are expiring in the coming months. Applicable categories include PNP Bridging Open Work Permits (BOWP), PNP employer-specific work permits, and open work permits held by spouses of PNP principal applicants.
What Can Be Submitted Without AOR?
- PR application submission confirmation email — the online system confirmation that your permanent residence application has been submitted.
- PR-related fee payment receipt — proof that application fees have been paid.
- If the IRCC system already shows the application as received and in process, the visa officer may also confirm based on system records.
Important: If you have already received your AOR, you cannot use these alternative documents. AOR holders must still submit their AOR.
Effective Period
This temporary measure took effect on June 9, 2026 and is expected to remain in place until December 31, 2026. Unless IRCC issues new guidance, the original AOR requirement will resume after that date.
